The Bode City Council met in regular session Tuesday September 6th at 5:30PM in the council chambers. The date was changed due to the Labor Day holiday. Council members Miller, Hasfjord, Tepner, and Rongved were present; absent Fulwider. Mayor Peterson called the meeting to order; a motion was made by Rongved, second by Miller to approve the agenda as posted. All ayes, motion carried. A motion was made by Tepner, second by Miller to approve the minutes of the August 1st meeting. All ayes, motion carried.

Todd McMahon, city maintenance had contacted several places to obtain bids for a utility tractor, a list of minimum specifications was reviewed. Following review, a motion was made by Rongved, second by Hasfjord to approve this list (available at city hall). The USDA grant has been awarded to the city in the amount of $44,600 for the Utility Tractor project.

RESOLUTION SETTING CITY SERVICE RATES

BE IT RESOLVED on this 6th day of September, 2022 that the City of Bode, Iowa hereby proposes to set the cost of labor within the city limits, by the City Council of Bode, Iowa.

One city employee (Emp.)                              $50.00 per hour

One Employee/Tractor                                   $175.00 per hour

One Emp./chainsaw-trimmer/hand devices $75.00 per hour

One Emp./garbage truck                                $175.00 per hour plus landfill fees

One Emp./dump truck                                    $175.00 per hour

One Emp./mower                                           $75.00 per lot

The charge for city employees is based on an hourly rate with a minimum rate of one hour.  Additional time with be charged per half hour (30 Minutes) Roll Call: Miller, Rongved, Tepner, and Hasfjord.

Council member Miller will serve on the Humboldt County Comprehensive plan, this committee’s purpose is to update Humboldt County’s Plan and eventually write a new zoning ordinance.

City Clerk, Becky Struthers will serve on the Humboldt County Community Foundation committee.

A motion was made by Miller, second by Rongved to approve the revised building permit at 201 2nd street for a privacy fence. All ayes, motion carried.

A motion was made by Tepner, second by Miller to set Trick or Treat night as Monday October 31st from 5PM-7PM. All ayes, motion carried.

The council reviewed bids for replacing the City Mower, this replacement would serve as a dual purpose including a snow blower attachment option. Following review, a motion was made by Rongved, second by Tepner to approve the bid from J&A Outdoor Equipment for a Model 900D-1.3L Diesel Grasshopper in the amount of 22,268.08 after rebates/trade-in allowance. All ayes, motion carried.

City Clerk will contact Midas Council of Government to see if the city can come up with a simplified housing application; this application would allow the city council to award a homeowner/occupied recipient within the city limits with 9,999.60. this money came from a CDBG grant that was returned to the city after the 5-year forgivable requirements were not met.

Following review of bids from Central Tank Coatings and also McPeak Trenching, a motion was made by Hasfjord, second by Tepner to approve the bids received for painting the exterior surfaces of our water tower and also placing a fire hydrant near the tower that would allow the city to isolate the tower in the future for needed repairs/maintenance of the tower. The bid to paint the tower is $31,000 and installation/purchasing fire hydrant is $8,330. Leaving approximately $3886 that the council has agreed to use on curb stop repairs. All ayes, motion carried. These funds will come from the American Rescue Plan, the city did apply and is eligible for 43,216.86. This money is to be spent in accordance with a “Scope of Work” the list the primary responsibilities under this task is in compliance with ARPA Act of 2021 and is direct towards water or wastewater improvements.

Council member Hasfjord informed the council that the after school Youth Group would like to continue to use the Community Center for another couple months as they are in the process of moving this group to the school.

A motion was made by Miller, second by Tepner to set the next meeting as October 3rd. All ayes, motion carried.
